Board of Directors

City CU’s Board of Directors consists of nine members who are elected to three-year terms and serve without financial compensation. They are responsible for the general direction and control of the business affairs of City CU. The Board meets on the fourth Thursday of each month.

Gilbert Aguilar,
Board Chair
Gilbert Aguilar currently serves as Road and Bridge Superintendent for Dallas County District 4. Under his leadership, staff provides maintenance of roads within Dallas County. Aguilar retired from the City of Dallas after 34 years of service where he held key leadership positions over various operational functions including Flood Control, Street Repair Division, Service Maintenance Areas, Streets 2010 Program, Pavement Service Improvements, Contract Administration, Fleet Replacement/Acquisition, Transportation Operations and finally, as Director of the Department of Street Services. Aguilar joined the City CU Board of Directors in 2010 and currently serves as Chair. He holds a Bachelor of Science degree in Management from Letourneau University and a MBA from the University of Phoenix. Aguilar currently serves on the Eastfield College Management Advisory Council.

Alan Richardson, Vice Chair Alan Richardson graduated from Texas State Technical College and began a career with Dallas Area Rapid Transit (DART). He has worked in several departments and positions for DART over the past 35 years serving as Projects Coordinator, Managed the Fluids Program, Warranty Recovery, Fleet Campaigns, Make Ready Coordinator and currently serves as the Engineering Technical Representative for Central Support, Units Rebuild, Equipment Services and Bus Body Shop. Richardson is a past “DART Employee of the Year” and has supervisory, budgeting, investment, and leadership skills and responsibilities. Richardson served on the Board of Directors of DART Federal Credit Union for 20 years in several positions including Chairman of the Board. He joined City CU in 2011 as an Advisory Director and was elected to the Board of Directors in 2012. He currently serves as Vice Chair, is Chair of the Governance Committee, past Chair of the HR Committee and the Political Action Committee. He has successfully completed CUNA’s Professional Development Volunteer Achievement Program. Richardson is serving his third term as an elected trustee of his local school district. Richardson is a small business owner, part time rancher and a member of the Texas Cattle Raisers Association.

Bonnie Ambrose, Secretary
Bonnie Ambrose recently retired from Atmos Energy Corporation. Prior to working for Atmos Energy, she was employed by the City of Dallas for ten years as Manager of Employee Development. Ambrose has served as a City CU Board member since 2002. In addition to her current role as Secretary, she has served as Chair, Vice Chair, Treasurer and Chair of the Human Resources Committee. Her other experience includes coaching leaders, facilitating strategic planning sessions and working with in-tact work teams. In addition to City CU, she has served on the board of several women’s professional organizations and is active in her church’s outreach program. She holds Bachelor of Science degree from St. John’s University as well as a Master of Science from Wright State University.

Larry McDaniel
Larry McDaniel is currently General Manager of Dallas County Park Cities Municipal Utility District. The District is the wholesale water provider for the town of Highland Park and the City of University Park as well as the raw water supplier to the City of Grapevine and Brook Hollow Country Club. His knowledge and experience is in management, planning, budgeting and engineering. He is a registered engineer in the State of Texas holding a Bachelor of Science Degree in Civil Engineering from the University of Memphis. He is retired from the City of Dallas, having worked for 21 years for Dallas Water Utilities (DWU) and 7 and a half years in Public Works. McDaniel managed several divisions during his time with DWU and managed and helped create the City’s Storm Water Utility and division which became part of Public Works. McDaniel also is involved for many years with fund raising for Buckner International, which provides aid, housing and resources for orphans nationally and internationally, as well as assistance to senior citizens and abused women. He is also heavily involved with his church, holding various offices, serving on various committees and singing in the choir. McDaniel has served as a City CU Advisory Director for two years before being elected to the Board in 2016.

Mary Bland Mary Bland retired from the City of Dallas after 28 years of service, retiring from the Economic Development Department where she served as Southern Dallas Manager for Small Business and Community Development. In this capacity she managed The First Stop Shop for Small Business, coordinated federally funded economic development projects, and served as liaison to the Community Development Commission. After retiring from the City of Dallas, she has volunteered with the VNA, Meals on Wheels Program, served as Executive Director to the Dallas Branch of the Southern Christian Leadership Conference (SCLC), and served as a member of the Dallas City Retired Employees Association (DCREA). She has been a City CU Board Member since 2006 serving as Secretary, Treasurer and Chair of the Audit Committee. She earned a degree from Jarvis Christian College in Business Administration.

Chandra Marshall-Henson Chandra Marshall-Henson, retired from the City of Dallas after 28 years of service. During her tenure, Marshall-Henson held key leadership positions in several departments including Executive General Manager in the Business Development and Procurement Services Department. As Executive General Manager, she oversaw all departmental solicitations to ensure opportunities for M/WBE participation. Prior to this position, Marshall-Henson was the Assistant to the City Manager responsible for managing the Mayor and City Council Offices, Business Manager and Budget Analyst at the Dallas Zoo, International Business Development Manager and Dallas Arts District Garage Manager. She has served as City CU Board Secretary and Treasurer, Chair of the Human Resources Committee, Chair of the Audit Committee, Chair of the Political Action Committee and on the Governance Committee. Marshall-Henson currently serves as a volunteer at her church, AARP and DISD Menu Advisory Committee, and District Parent Advisory Committee. She has a BBA degree in Finance from East Texas State University, now known as Texas A&M Commerce, and is a graduate of the Executive Leadership Institute (ELI) Master’s Program with the National Forum of Black Public Administrators. She is also a graduate of the Contract Compliance Administrator certification program.

Gloria Lopez Carter Gloria Lopez Carter has served on the Board of Directors since 2011 and currently serves on City CU’s Human Resources Committee. She formerly served on the Audit Committee. As the Director of the Department of Court and Detention Services for the City of Dallas, she has oversight of the clerical functions of the municipal court and the Marshal’s Office. Other City of Dallas appointments include the Dallas Convention Center, the Department of Aviation, and the Mayor and City Council Office. Mrs. Lopez Carter holds a BBA degree from the University of North Texas and earned her MBA while employed at the City. Her memberships include the Dallas Assembly, the Junior League of Dallas, and the Hispanic 100. She is a founding member of the Trini Garza Early College High School (ECHS) Scholarship Committee and is proud to have served as the school’s founding PTSA President. Other past board memberships include Valiente Magazine, the Ronald McDonald House of Dallas, the Leadership Dallas Alumni Association, and Camp Fire Boys & Girls Club. In the past, she has also volunteered at Methodist Dallas Medical Center ER, DISD’s mentoring program and numerous other organizations.

Morgan May Morgan May is currently Graduate Specialist of English as a Second Language (ESL) in the Naveen Jindal School of Management at the University of Texas at Dallas. In addition, she teaches and consults in the areas of human diversity, world languages, and information technology. May served as a City CU Advisory Director for two years before being elected to the Board of Directors. May is also a volunteer of the World Affairs Council of Dallas/Fort Worth, the Dallas Museum of Art, and the City of Dallas Mayor’s Back to School Fair. May holds a Master’s degree in Education, a Bachelor of Business Administration in Management Information Systems, and a Bachelor of Arts in Foreign Languages from Southern Methodist University.

Craig Miller Craig Miller currently serves as the Chief of Police for the Dallas ISD Police Department. Prior to becoming the Dallas ISD Police Chief, he worked 30 years as a Deputy Chief for the Dallas Police Department in charge of the Crimes Against Person’s Division before retiring. Miller graduated from the University of Memphis with a BA degree in Criminal Justice. He has been a Member of the City Credit Union for more than 30 years. Miller served as a City CU Advisory Director before being elected to the Board in 2016.

Sharon Moore, CFE
President and CEO
Sharon Moore has more than thirty years in the credit union industry. She graduated from Southwest Texas State University with a Bachelor of Science in Business Administration. Moore has also achieved a Certified Financial Examiner (CFE) accreditation. Her professional background began in credit union regulation with the Texas Credit Union Department then moved to consulting to the Texas credit union industry before arriving at City CU in 2004. Moore has served as City CU’s President and CEO since July 2006, initially serving in an interim capacity. Under her leadership, City CU has become one of the strongest credit unions in Texas.
